ANRO PB1 - Deliverable 1.1.4 Interim External Evaluation

The scope of the Interim External Evaluation is to provide all the necessary information on the performance, results and impacts of the Project for the first 12 months. The material of the evaluation report was used by the Managing Authority for disseminating and communicating the Programme’s progress, for improving the implementation procedures of the Project and for preparing the ground for defining the strategies and priorities of the next Programming Period.
During the first 12 months of the Project, University of Macedonia and Haskovo Chamber of Commerce and Industry conducted two surveys, in order to detect the existing situation of social enterprises in Greece and Bulgaria, respectively. The main findings, on behalf of Greece, were that the adoption of the new Law 4430/2016 for Social and Solidarity Economy contributed in the establishment of more social enterprises. However, most of the social enterprises, which are active mainly in the agro industry, tourism and culture, face obstacles, due to the lack of awareness of social entrepreneurship, lack of funding and the complicated bureaucracy.
As regards Bulgaria, the Law on enterprises of Social and Solidarity Economy was adopted in November 2018, which means that social entrepreneurship is still in a premature level and in demand of expertise, in cooperation with other European countries, in order to institutionalize and finance social economy. Also, access to preferential funding for social enterprises is limited.
Finally, during this period, three technical meetings and other events were organized successfully, as all the partners and a great number of stakeholders participated actively.
